I received numerous marketing calls facilitated by Twilio. I reported one as abuse and Twilio denied it claiming that the number was spoofed. However, the numbers are valid because I was able to call them and get the same business. I requested that they provide a list of businesses that have called me. They claimed they couldn't due to privacy of all things. Needed subpoena, etc. Laughable. tcPa I ultimately requested to be added to Twilio's do not call. They supposedly complied and the phone has not rang much since. So, they can block calls, they just choose not to do so.

Is Twilio's masked number service basically legal spoofing?

I think they should have to present matching business caller ID for outbound calls. There are things that can be fixed. But Twilio will lose the illegal / ill gotten gains if they address the actual problems.

Should Onvoy be next?
